Tairawhiti REAP provides lifelong learning opportunities to the East Coast, Gisborne Rural and Wairoa communities through multiple work streams, including early childhood, working with schools and adult and community education.
Vision: An essential provider of, and partner in, the facilitation of holistic education, life long learning and community development for the strengthening of individuals, whanau, hapu and communities.

Tairawhiti REAPs Core Purpose:
Tairawhiti REAP is an educationally focused/life long learning not for profit (incorporated society with charitable status) organisation.
Tairawhiti REAP has as its core philosophy the principles of meeting rural communities identified needs in a cross sectorial (ECE, Schools and Community (ACE)) and holistic manner through complementary & supplementary initiatives that has as its core:

Educational Initiatives including Facilitation, Brokerage, Joint Ventures and Consultancy, Programmes Delivery, Resource Development and Distribution
Tairawhiti REAP has been in existence for 27 years, and is funded through Ministry of Education and Tertiary Education Commission to meet Educations National Priorities and Principles. We have three offices in Ngati Porou/East Coast, Turanga / Gisborne and Kahungunu ki te Wairoa and our demography varies within these rohe from 49% Maori to 90% Maori.
Factors considered in preparation of Plan:
Tairawhiti Development Partnership Social Development Plan including Local Authority LTCCPs, Tairawhiti Regional Tertiary Strategy, and Community Needs as collected through statistical research, Tairawhiti ACE Network Needs Analysis, kanohi te kanohi, networks and evaluations).
Principles for REAP Delivery:
The services provided by Tairawhiti are to be based on the following understandings and underlying principles:
1. REAPs are expected as part of their operations to routinely contact, network and liaise with all sections of their communities in order to achieve the outputs required
2. REAP services will seek to align with other education, health, welfare, labour market and social policy interventions and initiatives, so that resource provision is seamlessly integrated and not duplicated.
3. REAP will combine national objectives with local priorities as identified by regular needs analysis across all sectors.
4. The services will be provided in a manner that is appropriate to the diversity of the community, which is equitable, effective, efficient, accessible and cost effective.
5. REAP assistance to the community will take the form of services and should not take the form of direct allocation of funds.
6. REAP activity will empower local service provision and encourage independence.

Projects 2011
SKIP
SKIP is a parenting programme brought about to encourage positive parenting and effective non physical discipline. Workshops are provided for parents, grandparents and caregivers of children aged between 0 – 5 years. They are free to attend and a creche is provided.
Turanga/Gisborne, Rural Gisborne and Wairoa Gifted and Talented Students Programmes
This programme provides a holistic approach to clustering 10 schools to meet the needs of the students that are diversely gifted and talented, schools, staff, community, students and whanau that surround them. This programme includes in-school and out-of-school provision for students.
The programme of services includes:
regional symposia for schools;
regional professional learning communities;
an enhanced website for gifted and talented education;
toolkits on identifying gifted and talented students and on running programmes in schools;
targeted guidance and support for teachers.
Through this work the programme aims to build in-school capabilities so the achievement of gifted and talented students, particularly Mori and Pasifika who live in rural or low socioeconomic areas, is nurtured and raised.
Supporting Whnau-Led Early Childhood Education on the East Coast
“It may be one of most beautiful places on our planet, but geographical isolation and a transient population mean many people on the North Islands East Coast experience low incomes and low educational achievements. Early childhood education in rural areas is often provided by informal and/or unlicensed playgroups and puna, and some areas offer no access to early childhood education at all.”
With the Todd Foundations support, the Tairawhiti REAP (Rural Education Activities Programme) has employed a trained, culturally appropriate Early Childhood Education Advisor with a vehicle and educational resources to work with rural whanau and community-based early childhood groups. The Adviser supports, resources and up-skills communities and whanau to ensure rural tamariki receive a high-quality early childhood education. They also support new groups to get established and support positive parenting encouraging self-sufficiency and supportive learning environments for tamariki.
